The Guardians of New Zealand Superannuation, the Crown entity behind the $85 billion NZ Super Fund, has confirmed the appointment of Leona Cheffins as its new General Manager, People & Culture. She stepped into the role on 17 November.
Cheffins brings a mix of human resources leadership and commercial experience, having previously served as GM People & Culture at Public Trust. Her earlier career includes senior HR roles at IAG, One New Zealand, and Kantar, along with a foundation in finance and strategy consulting. She holds a Bachelor of Management Studies (Hons) in Finance and Economics from the University of Waikato.
In announcing the appointment, Guardians CEO Jo Townsend said Cheffins’ combination of financial acumen and people leadership experience positioned her strongly for the role, particularly as the organisation prepares for significant expansion.
Townsend noted that Treasury’s latest projections indicate the NZ Super Fund could reach $150 billion within the next decade, putting added emphasis on the Guardians’ operating model and workforce strategy.
“As we look ahead to a period of continued growth, it’s crucial that we have the right structures, capabilities and culture in place,” Townsend said. “Leona’s background across both strategy and people development will be a valuable asset to the organisation.”
Cheffins said she was drawn to the Guardians’ purpose and long-term focus and is looking forward to contributing to its next phase.
“The Guardians has built a strong reputation as a high-performing organisation with a clear mission. I’m excited to join the team and support the work that goes into delivering that mandate,” she said.
Her appointment comes as organisations across the investment and public sectors continue to sharpen their people strategies amid evolving workforce expectations and increased competition for talent.
